What is EEC

An EEC is a business that is majority-owned by “Equity Eligible Persons” (EEPs) — individuals who come from historically under-represented or disadvantaged communities — or a nonprofit/cooperative that is majority governed by such persons. Illinois Shines clean-energy programs (such as Illinois Shines), EEC-certified contractors gain access to unique project categories, priority capacity allocation and additional support tools designed to help promote equity and inclusion in the renewable-energy sector.

Illinois Shines is a state solar incentive program that helps Illinois homeowners and businesses go solar by offering financial incentives called RECs. The program supports both rooftop solar and community solar, making clean energy more accessible and affordable across the state—especially for underserved communities.
